Our mission is to help families achieve optimal quality of life by addressing the needs of individuals with developmental delays as well as other health challenges and facilitating access to critical intervention services, tools, and training programs.

VISION

Our vision is to be a model provider of critical support services for families by bringing hope and improving chances at a quality of life through integrated quality programs and services in Florida and beyond.

STEPHEN ROSSITER

President

Stephen Rossiter is the Chief Executive Officer (CEO) and partner at Rossiter & Cummaro Enterprise. As CEO, Rossiter plays a vital role in RCE and its subsidiaries’ development and sustainability.

Rossiter has been an innovator expanding access to telehealth services for two decades. He also has a passion for youth league soccer coaching and has spent over twenty years mentoring young soccer players on and off the field.

Rossiter has also worked very closely with migrant communities helping many first-generation teens to pursue their soccer careers into college, professional levels, and their personal lives. His personal and professional experiences with children and adults with disabilities have shaped his desire to serve in a role supporting these individuals and their families so they may experience the best possible quality of life.

Rossiter has used his talents to coach, mentor, and touch so many in the central Florida community and beyond, whether it is during his years with the City of Plant City, working on radio, or as a business leader. Rossiter embodies human kindness. He inspires progress and advocates for personal and professional development. Rossiter has a dedication to local first responders as multiple generations within his family have served for many years in that capacity. Rossiter, a Florida native, currently lives in the central region of the state and enjoys spending time with his family, but mostly with his two grandchildren and five dogs.

James Cummaro, President, and co-founder of RCE is a New York native. He and his wife moved to Charleston, SC six years ago and started RCE. Cummaro has 17 years of experience in Health and Wellness, Medical Management, Telemedicine and Medical Technology. He and his business partner also founded the RCE Foundation to provide an engine to galvanize support for individuals with disability and their families.

Mr. Cummaro and his family are spiritually dedicated. During his free time, he enjoys playing pickleball with his wife. He is an advocate for personal growth and entrepreneurship. He believes that success is not based on a cause but a result of an action. He believes emphatically in people.

ANATOLI SEMENOFF

Treasurer

Anatoli Semenoff is a Finance & Operations professional who joined Rossiter & Cummaro Enterprise (“RCE”), a Healthcare Technology Company where he holds the title of Chief Financial and Operating Officer, in January 2022. In his twenty-year career, Anatoli has spent nearly 10 years with Investment Banks Citigroup and Barclays, 5 years with Apollo Global Management, 2 years with two different US Exchanges (ISE and American Stock Exchange) and 3 years in the Life Sciences & Wellness sector.

In addition to his role with RCE, Anatoli is registered with Sequence Financial Specialists, a Managing Broker Dealer, regulated by FINRA. Anatoli’s two-decade long professional experience spans multiple corners of Finance and Operations that range from Legal & Compliance, Risk, Strategy, Real Estate, Corporate Finance, Treasury and Business Management.

On a personal front, Anatoli is a proud father of three children, has been married to his childhood sweetheart for 22 years and is a former competitive triathlete. In his discretionary time, he enjoys spending time with his family, reading (a lot) and serving as a Member of the Board of Directors for PowerPlay, a NYC based non-profit organization partnering with schools to conduct after-school and summer programs for girls ages 8-18 that emphasize physical fitness and education.

Anatoli is a proud father of three children, has been married to his childhood sweetheart for 22 years.

Dr. Wendy Bradshaw is a founding member and CEO of Milestones Intervention Services Network and founder/director of The Cygnet School in Lakeland, FL. She has spent more than twenty years teaching and advocating for children with differing abilities.

Dr. Bradshaw holds a doctoral degree in Curriculum and Instruction with an emphasis in Special Education from the University of South Florida (2015). She also earned her Master of Arts degree from the University of South Florida (2006) in Special Education with specialized coursework for Autism Spectrum Disorders. She earned her undergraduate degree (2003) in Preschool/Primary, Elementary, and Special Education at Florida Southern College. She lives in sunny Plant City, Florida with her husband, daughter, mother, and Bob the dog.

ANGELIA NELSON

Angelia Nelson is a human resources (HR) professional with over 20 years of experience. She provides counsel and support to her customers to help them achieve strategic and operational goals, while mitigating risk. Ms. Nelson currently works at Texas Radiology Associates (TRA) as Director of Human Resources.

Ms. Nelson is responsible for providing strategic guidance and leadership for all aspects of the human resources function and establishing a vision and direction for the full complement of core human capital programs, policies, and services. This includes providing leadership and direction in the development of HR policies that promote maximum effectiveness in the workforce while supporting TRA’s mission. Ms. Nelson resides in Dallas, Texas with her husband, and enjoys life with her four daughters and her two dogs. She has a BA degree in Legal Studies from the University of Central Florida.

Deborah Cote is originally from Northern New York.  She moved to Florida in 2018. She was hired as the grant writer for RCE in February 2023.  Deborah has over 10 years’ experience writing and administrating grant funding; 2 years as an Executive Director for a NYS not-for-profit Corporation.

Deborah Cote is originally from Northern New York.  She moved to Florida in 2018. She was hired as the grant writer for RCE in February 2023.  Deborah has over 10 years’ experience writing and administrating grant funding; 2 years as an Executive Director for a NYS not-for-profit Corporation; and over 10 years providing property management for several NYS locations.

Deborah holds a BA degree in Public Justice from the University of Oswego, New York.  She earned her undergraduate degree in Paralegal.

As a grant writer, she wrote and administrated both state and federal grant funds working closely with NYS representatives and local officials.  Funding was applied and used for Frontier Housing Corporation properties and several programs/services provided to the low-income population in upstate NY.

Deborah was a board member for the Henderson Harbor Performing Arts Association.  Their mission was to provide opportunities to learn about and become actively engaged with performing and visual arts.

Deborah is a proud parent of three amazing daughters, a delightful stepdaughter, and a grandmother, “Mema”, to four wonderful grandchildren.  She currently lives in Davenport, Florida.  Deborah enjoys spending time with her family, music, traveling, horseback riding, and theater.  In 2020, she adopted two kittens who keep her on her toes.

Kimberly (Kim) Kimmel was born and raised in Auburndale, FL where she attended South University and received her Bachelor of Science in Healthcare Management. Kim worked at Watson Clinic LLP for over twenty-two years in various management positions.

Kim managed several provider practices within seventeen different specialties. Kim joined Rossiter & Cummaro Enterprise, LLC in February of 2021 and is currently the Head of Human Resources. Kim also provides human resource support to inFlunet, located in El Salvador, and CareFirst Holdings, located throughout the state of Missouri. Kim is dedicated to helping people grow and develop into the best version of themselves, both personally and professionally.

Kim is married to her best friend Phil, and they have two children. Kim enjoys camping, boating, sunsets, and golf cart rides on Anna Maria Island. Kim’s passion for others shows through her actions as she serves at Lakes Neighborhood Market and Lakes Neighborhood Café. Kim has also served with other non-profit organizations such as March of Dimes, American Cancer Society Making Strides and Relay for Life, Susan G. Komen Race for the Cure, Watson Clinic Foundation, and Feeding Tampa Bay.

Kim is dedicated to helping people grow and develop into the best version of themselves, both personally and professionally.

Staci Heuvel is a commercial real estate professional in McKinney, Texas.  She started her career as a commercial real estate attorney and practiced for 16 years.  Ms. Heuvel decided she wanted to interact with her clients a bit more and became a commercial real estate broker in 2018.  As a broker, Ms. Heuvel is able to help her clients achieve their goals from the beginning.  She focuses on retail and industrial properties as well as raw land to be used for development.

Ms. Heuvel is also the co-founder of an organization called the 100 Women of McKinney.  We all have a special talent and hers is throwing a party, so she decided to combine that with her passion for philanthropic activities and the 100 Women of McKinney was born.  The concept is simple, they throw a party twice a year and invite anyone in the area that is interested.  They also invite three local non-profits to give a short presentation to the group.  Each guest is asked to bring $100 to the event which will be donated to the non-profit that receives the most votes at the end of the night.  $100 x 100 women = $10,000 donation.

Ms. Heuvel is married to Doug Heuvel and they have 4 kids, 3 dogs and 3 chickens.  Her husband calls himself an urban farmer.  Ms. Heuvel got her BBA in finance from Texas Tech and her JD from The University of Alabama.
